Valo Networks launched in January 2019, and although we are young-our team comes with extensive knowledge and experience in municipal broadband networks.

Phil Roberts

Chief Executive Officer 

As CEO of Valo Networks, Phil brings breadth of knowledge and passion to the team with extensive experience in business, technology and governance matters across the technology, energy and global telecommunication industries.

Passionate about technology disruption and economic development, Phil sits on the Board of several profit and non-profit companies. Phil has led senior level positions in the energy, telecommunications and software industries and has contributed to several regional and international initiatives in North America and Europe.  

An active volunteer, Phil is involved with numerous Civic and economic development organizations, is the immediate past Chair of the Calgary Chamber of Commerce and was appointed Honorary Consul to Sri Lanka in Alberta and sits on the Board of InterGen Growth Fund, a fund focused on cross-industry scale-up technology companies.  His work has focused on strategy and growth, regulatory matters, community engagement, corporate governance and government relations.

Phil holds a Bachelor of Commerce from the University of Calgary, as well as an MBA in Digital Technologies Management from Royal Roads University.

Drew McNaughton

Chief Operating Officer

He and his team will be fundamental in our mission to connect Canadians with innovative broadband solutions by executing VALO’s network design, construction, engineering and operations.

Throughout his 39 year career, Drew worked extensively as an executive in both the public and private technology sector, growing new network businesses across Canada, the United States and France. As a natural innovator, Drew contributes to the Alberta innovation ecosystem by sitting on the board of multiple technology organizations.

As we grow, Drew’s knowledge and insights on system design and operations will guide us as we expand our network.

Mike Stelck

Chief Commercial Officer 

Mike is a leader with a proven track record in technology and telecommunications. He has overseen the rollout of three Fiber to the Premise (FTTP) deployments in communities across Southern Alberta. He has executed a province-wide marketing plan for communities, helping them to compete for a network build based on reaching 30% pre-order rate from residents.

David Ball 

VP, Project Management Office 

David has been working in Telecommunications since 1983. Has held a number of roles and leadership positions with a number of corporate entities. Over the past 20 years has been actively advocating to improve rural connectivity through a number of activities from presenting to government entities to working with private industry on large scale initiatives. David was a key contributor to the Alberta SuperNet role out and also held a number of key positions in the operations, maintenance, development and ongoing support of the SuperNet.

David has a Diploma in Electronics Engineering from Southern Alberta Institute of Technology (SAIT). A proud born and raised rural Albertan that lives north west of Calgary on his family’s acreage. David has 4 children and 3 granddaughters. When not working on projects or the family acreage, David is active in enjoying this great country through activities that involve his family like, camping, golfing and skiing to name a few.

Stephen Barrow

VP,  Technology 

Stephen brings to Valo more than 25 years of hands-on experience in telecommunications, information systems, information technologies, and various project disciplines. 15+ years of these years spent on technical delivery of new physical and logical products to market in the Enterprise and SMB Space for Nortel, and 8 years with Axia Fibernet delivering services to rural Alberta in various roles.

 As Vice President of Information Technology, Stephen oversees the architecture and implementation of all operational and business support systems that the organization uses to operate and manage Valo’s business.

With degree’s in both Networking and Power Engineering and is a born and raised Albertan. With his 2 daughters and wonderful partner, Stephen enjoys motorcycling, music and just about anything outdoor

Barya Kabalan

VP, People and Culture

My overall HR philosophy is centred around creating a culture of inclusiveness and belonging, where everyone feels comfortable and welcome,” Barya Kabalan, Vice President, People and Culture. She builds connections with people at all levels of the organization, finding people-focused solutions and developing the teams to execute them.

“Ultimately, my goal is to be the HR ambassador to everyone at Valo Network LTD, helping to bring employees and teams together to leverage their strengths, so we can create positive change within our personal and professional lives.”

Barya brings experience from a large, privately-owned Valo North American IT company. She offers a collaborative tactical approach and over 20 years of human resources knowledge. She embraces change and growth and has made it part of her mission to encourage everyone at the organization to do the same.

Barya also draws inspiration from her life outside work. “My kids inspire me every day! I’m raising two young girls that I want to grow up to be strong, kind, successful women someday,” she says. And she wants everyone at Valo Network LTD to feel as inspired by their lives outside work as they do at work. “Work-life balance is important and means something different for everyone.”
